Gasoline Shortage in Russia, Authorities Tighten Control

The fuel shortage has returned to several regions of Russia, with authorities tightening control over gasoline sales at gas stations in 10 regions. On August 17, gasoline became unavailable at some gas stations in the Moscow region, while diesel fuel was available almost everywhere. The fuel crisis, which began in May, was a result of the shutdown of several oil refineries following attacks from Ukraine and a seasonal increase in demand. Authorities imposed a ban on the export of gasoline and diesel fuel, lowered quality requirements, and began importing petroleum products. By the end of July, the situation had stabilized, but a new wave of drone attacks in August led to renewed restrictions. Restrictions at gas stations have been implemented in at least ten subjects of the Russian Federation, including the Orenburg and Lipetsk regions. Gasoline sales on the St. Petersburg exchange fell by 20% since the beginning of August. As a result of the Ukrainian drone attacks, up to 40% of Russia's refinery capacities have been incapacitated, leading to queues at gas stations and increased tension in the regions. Vladimir Putin acknowledged the fuel crisis and announced a ban on gasoline exports.
