Germany Approves Production of Russian-Type Nuclear Fuel with Restrictions
The Ministry of Environment, Energy and Climate Protection of Lower Saxony has approved the application of Advanced Nuclear Fuels to expand its plant in Lingen for the production of Russian-type fuel elements. The permit has been issued with strict limitations. Advanced Nuclear Fuels, a subsidiary of Framatome GmbH, plans to produce hexagonal fuel elements for VVER reactors under a license from the Russian corporation TVEL. The ministry noted the absence of legal grounds to deny the permit, despite concerns about sabotage and espionage. Lower Saxony's Minister for the Environment, Christian Meyer, expressed the view that cooperation with Russia in the nuclear sector is a political mistake, emphasizing the need to reduce dependence on Russia. The permit includes a number of restrictions: a ban on the entry of TVEL employees, the possibility of entry only in limited cases, external safety audits, isolation of equipment from the rest of the plant's infrastructure, and a complete inspection of finished fuel rods. Public consultations prior to the decision gathered about 11,000 participants.
