On September 19, senior Iranian officials stated that Qatar and Pakistan, acting as mediators, have informed Iran that the United States is ready to negotiate and reach an agreement, showing a serious attitude. The officials pointed out that Iran is prepared to resume the implementation of the memorandum of understanding in Islamabad within a few days, as long as the U.S. returns to the agreement and fulfills its terms. Iran demands tangible and credible guarantees to ensure it will not be attacked again. Once the U.S. implements the substantive content of the memorandum, including stopping hostile actions, lifting the blockade, and allowing Iran to export oil, Iran will immediately initiate negotiations regarding nuclear issues and the lifting of sanctions. Iran has reached a consensus with Oman on the issue of the Strait of Hormuz, but as long as the blockade continues and no agreement is reached with the U.S., Iran will not reopen the strait.
