Thailand SEC Proposes Daily Transfer Limit for Stablecoins
The Thailand SEC (Securities and Exchange Commission) has decided to implement strict regulations for the transfer and receipt of stablecoins through licensed digital asset platforms.
Thailand SEC Proposes Limits on Stablecoin Transfers to Third-Party Wallets, With ~$150K Daily One-Way Cap
Thailand's SEC opened a consultation on new stablecoin rules that would require deposits and withdrawals through regulated digital asset operators to originate from and go to accounts or wallets verified as belonging to the same customer. Inbound and outbound transfers would each be capped at about $151,000 per person, per operator, per day. The cap would not apply to transfers between Thai-regulated operators that comply with the Travel Rule. The SEC said the proposal aims to reduce risks related to money laundering, cybercrime, and circumvention of cross-border transfer rules.

The Thailand SEC has proposed that deposits and withdrawals through regulated digital asset operators must originate from and go to accounts or wallets verified as belonging to the same customer.
Under this proposal, a limit of 5 million baht (approximately $230,000) per person and per operator per day is set for transfers involving external wallets. This regulatory tightening comes in response to warnings from the Bank of Thailand regarding unusual transaction patterns related to Tether (USDT) and aims to prevent money laundering, cybercrime, and circumvention of international remittance regulations.
Ban on Third-Party Wallet Transfers and Strict Ownership Verification
Under the new plan, the movement of stablecoins will only be permitted between wallets verified as belonging to the same individual, and sending and receiving through third-party wallets will be completely prohibited. This means that direct transfers to friends, family, or merchants will no longer be possible.
Additionally, operators will be required to verify ownership during transaction processing and utilize blockchain analysis tools to detect connections with accounts suspected of being money mules or high-risk wallets listed on monitoring lists.
The actual limit may vary based on the user's verified income and financial situation, and a lower limit may apply if the income does not match.
Exceptions to the 5 Million Baht Limit and Increased Monitoring for Market Makers
On the other hand, there are several exceptions to the uniform limit of 5 million baht.
Transfers between platforms that comply with the regulated Travel Rule, transfers by registered market makers, and transfers from corporate accounts that meet specified commercial purposes may be exempt from regulation if conditions are met.
However, market makers will be subject to enhanced monitoring, including mandatory disclosure of names and transaction purposes.
New Standards for Off-Platform Transactions
Furthermore, alongside the regulation of stablecoins, new standards for off-platform transactions handled by digital asset brokers and dealers have also been proposed.
Such transactions will require a minimum transaction amount of 3 million baht (approximately $140,000), and operators will be required to publicly disclose transaction prices on the platform and not facilitate direct mediation between customers.
Future Schedule and Outlook for Implementation
This proposal is currently in the public comment phase, and the Thailand SEC is accepting wide-ranging opinions until September 25, 2026.
At this time, the regulations have not yet been implemented, and traditional usage remains possible, but after the public comment period ends, the final proposal will be formulated, and full operations are expected to commence 60 days after the relevant notifications take effect.
Additionally, on February 27, 2027, the implementation of a unique Travel Rule for digital assets is also anticipated, requiring operators to collect information and maintain records for at least five years, further tightening the monitoring and legal framework of the digital asset market in Thailand.
