Financial and Political Crisis in Paraguay: How the Ueno Bank Explosion Triggered the President's Resignation
The regional financial system has added a new warning sign following the outbreak of the crisis at Ueno Bank. The coverage failure formally began on October 29, 2026, when the entity notified the Central Bank of Paraguay (BCP) of its inability to return nearly $70 million corresponding to its legal reserve. The news immediately shook the markets during the last week, manifested in a rise in Paraguay's country risk and a severe depreciation of the guaraní.{#p-1793894114569-13345}
The official measure had an immediate effect on the banking system. In response to the sudden intervention of the entity, the markets and the Paraguayan financial ecosystem reacted with a mix of institutional alertness and marked nervousness among corporate firms. Meanwhile, the private banking sector launched a firm attempt to shield itself to prevent systemic contagion and mitigate the impact on market liquidity.{#p-1793895622234-37533}
However, in the six financial rounds that followed, Paraguay's country risk skyrocketed by 19 units, from 119 points to 138 basis points, an increase of 16%. It should be noted that country risk is an indicator from JP Morgan, which measures the differential between the return rates of US Treasury bonds and emerging sovereign emissions.{#p-1793895471886-73827}

In the realm of international fixed income, the yield on Paraguay's ten-year sovereign bond—maturing in February 2033—currently operates around 6.04% annually.{#p-1793895790487-54032}
The financial impact was also observed in a strong depreciation of the local currency. The exchange rate jumped from 5,661 guaraníes per dollar on October 28 to 6,160 guaraníes a week later, representing a currency increase of 8.8%.{#p-1793896000186-47276}
The Political Detail of the Impact
The financial crisis quickly escalated to the political level, unleashing a profound institutional backlash. The first victim was the head of the Central Bank of Paraguay (BCP), Carlos Carvallo, who had to resign under pressure due to his past as an executive of the intervened bank.{#p-1793896103356-36483}
At the same time, the conflict splashed the highest levels of the Paraguayan government: cornered by the advance of the impeachment trial pushed in Congress due to his shareholding in the holding company that owned the bank before assuming the presidency, President Santiago Peña submitted his resignation.{#p-1793897049030-18422}
Meanwhile, the streets in Paraguay are boiling: retail markets are facing tension with protests from savers in Asunción, while the BCP (under interim leadership) tries to calm the spirits by promising the first disbursements of deposit refunds of up to 75 minimum wages under the current guarantee law.{#p-1793896240823-48599}
Rhys Hicks, an analyst at Global Data based in London, stated that "the sudden collapse of Ueno Bank, the largest digital bank in Paraguay, has raised questions about the governance of rapidly growing digital banks in emerging markets. Nearly three million customers have found themselves without access to their accounts. The magnitude of this disruption underscores that digital banks are acquiring systemic importance much earlier than appropriate governance is implemented."{#p-1793896405547-64566}
Failures and Concerns
"The failure is particularly significant, as the apparent causes seem to have very little to do with the technology itself. Investigators are analyzing loans worth $146 million linked to the bank's controlling group. This appears to be a governance failure stemming from a newer digital platform. Digital banking drastically reduces the costs of acquiring new customers and shortens the registration time, allowing financial entities to accumulate deposits much faster than their risk controls and capital base can mature," Hicks added.{#p-1793896544795-17606}
Global Data emphasized the systemic risk represented by the firm's relative weight in the Paraguayan economy. By concentrating the daily operations and savings of 6 out of 10 adults, the bank's collapse directly impacts the confidence in the system. Furthermore, the technical report highlights the fiscal impact: with $355 million from state pension funds deposited in the institution, the private mismatch directly compromises public sector resources.{#p-1793896592392-13893}
The financial market absorbed with deep concern the volume of public resources trapped in the entity. Ueno Bank managed between $800 and $850 million in state funds, with a significant weight of approximately $355 million belonging to the Social Security Institute (IPS). This magnitude forced Congress to urgently convene to approve laws that expedite the use of the Deposit Guarantee Fund and protect the savings of pension funds.{#p-1793896728647-63806}
In order to neutralize any hint of systemic panic, the Association of Banks of Paraguay (Asoban) deployed a rapid communication strategy. Through its spokespeople, the business chamber reaffirmed the "solidity and liquidity" of the local market, installing the message that what occurred is a "particular and isolated case" stemming from internal bad practices and excessive concentration of loans in firms linked to the controlling group, the Vázquez, outright dismissing a domino effect on the rest of the entities.{#p-1793896819847-54810}
The crisis also paralyzed the stock market. The BCP decreed the resolution and definitive closure of Ueno Bank due to an insurmountable failure in its capital solvency levels, which led the Asunción Stock Exchange to immediately suspend trading of its bonds, which are now in default territory.
