European Central Bank Studies Three Central Bank Digital Currency Solutions

The European Central Bank is exploring three methods for implementing central bank digital currencies (CBDCs). The first option involves the central bank issuing reserves directly on a programmable platform. The second option is to continue using the existing real-time gross settlement system while connecting it to distributed ledger technology (DLT) platforms through an interoperability layer. The third option is to tokenize the reserves held by the central bank, issuing settlement tokens that are fully backed by these reserves, which would represent private claims rather than claims directly issued by the central bank. According to Lloyds Bank's annual financial institution sentiment survey, about 71% of senior decision-makers at the UK's largest financial institutions expect tokenization to reshape the financial services industry. Sixty percent of respondents believe that faster payments and settlements are the biggest potential advantage, while 41% consider collateral and liquidity management important factors. Approximately 77% of respondents indicated that investing in emerging technologies is a priority for growth, up from 41% in 2025.
