XRP Ledger Changes Activated with Validator Approval
Changes on the XRP Ledger cannot be unilaterally enforced by Ripple. For a protocol change on the network to be activated, it must go through the XRPL change process and receive support from more than 80% of trusted validators. This support must be maintained continuously for two weeks. Ripple engineers are among the significant groups contributing to the XRPL software, but the authority to control the network belongs to the validators. Node operators determine which validators to trust through the Unique Node List (UNL). It is not enough for a change to be added to the software on the XRPL; the validator support must remain above the necessary threshold for the change to be activated on the live network. The upcoming BatchV1_1 upgrade is expected to activate on September 29 as an example of this process. However, the developers' release of the code is not sufficient for activation; the support rate must remain above the required level. While Ripple has a strong influence in the ecosystem, the collective support of the validators, which are decisive in network management, and the trust preferences of node operators continue to be crucial. Therefore, controversial changes may remain pending if they cannot find the necessary support.
