Vote on CLARITY Act and Strategic Bitcoin Reserve Discussion in the US
The Senate will hold a procedural vote on the CLARITY Act today at 21:15 (UTC). The bill requires the support of 60 senators to advance. Following Trump's concessions on ethical provisions, the latest draft containing 126 amendments has been released. Democrats find the restrictions on crypto activities for public officials and their families insufficient. Democratic senators have presented a counterproposal to the Republicans. Eight banking groups have objected, arguing that the draft does not close loopholes allowing stablecoin rewards. Additionally, 17 state attorneys general have requested the bill's rejection, stating that it could weaken states' authority to sanction crypto companies. Democratic Senator Kirsten Gillibrand has urged party members to vote in favor of the bill's advancement. If the 60-vote threshold is not met, the CLARITY Act process will be delayed again. The House Financial Services Committee will discuss the Strategic Bitcoin Reserve bill, numbered H.R. 8957, on September 16. The bill aims to secure the reserve created by presidential executive order through legislation and stipulates that the Bitcoins in the reserve should not be sold for at least 20 years. The Treasury Department will establish a strategic reserve for Bitcoin, and the reserve assets will be reported to the public quarterly.

CLARITY Vote Fails; Bitcoin Breaks Below $76,000 | WEEX TradFi Daily Brief (September 16, 2026)
Global markets on September 16 are focused on the Fed rate decision. On September 15, the S&P 500 fell 0.45% to 7,585.73, the Nasdaq fell 0.78%, and the Dow fell 0.63% as the 10-year yield broke above 5% and Brent crude rose to about $109. The CLARITY procedural vote failed to clear the 60-vote threshold, sending bitcoin down to about $75,600 and Ethereum toward $2,400. Energy led with a gain of about 2.3%. Investors are waiting for the 14:00 ET policy statement and Walsh press conference on September 16.
