Ukrainian Ministry of Energy Denies Gas and Electricity Tariff Increases Until End of Martial Law

The Ministry of Energy of Ukraine has stated that gas and electricity tariffs will not be increased until the end of martial law. The agency clarified that under agreements with the International Monetary Fund (IMF), Ukraine has not committed to raising tariffs during this period. The Ministry of Energy is developing a roadmap for energy sector reforms in collaboration with the IMF, which is expected to be completed by the end of 2026. The document will outline reform directions but will not include commitments to raise tariffs. A mechanism for social protection is primarily provided, including subsidies for vulnerable households, which should be operational before any tariff changes. The moratorium on tariff increases, introduced at the start of the war, costs Ukraine 2.2% of GDP annually. The IMF, in its report, suggested starting a gradual increase in electricity and gas tariffs for households in 2027, after developing social protection programs. The memorandum specifies deadlines: July 2026 - draft roadmap, December 2026 - government approval, February 2027 - assessment of the impact of price adjustments.
