Shanghai Supports International Data Center Construction to Facilitate Cross-Border Data Flow
The Shanghai Municipal Cyberspace Administration and the Shanghai Municipal Data Bureau have issued a document titled "Several Measures to Promote High-Level Opening Up and Facilitate Cross-Border Data Flow in Shanghai." This initiative proposes to improve the infrastructure for cross-border data flow, advance the construction of the National Blockchain Network (Shanghai Hub), and strengthen foundational capabilities such as distributed digital identity, privacy computing, and cross-chain services. It supports the construction of facilities for cross-border data flow services, explores data cross-border service models based on mutual recognition of rules, and promotes applications in scenarios such as finance and automotive. At the same time, it supports the Lingang New Area, Hongqiao International Central Business District, and Pudong New Area in building international data cooperation hubs, supports the construction of international data centers, and underpins the computing power service industry and related cross-border digital services.
