Hong Kong Court of Appeal Sentences Ma Che-hou to 56 Months in Prison

The Hong Kong Court of Appeal has confirmed that 32-year-old Ma Che-hou has been sentenced to 56 months in prison for pleading guilty to conspiracy to commit fraud and money laundering during the years 2021 and 2022. The case has drawn attention due to the illegal use of cryptocurrencies and stablecoins. The prosecution stated that Ma persuaded five men aged between 20 and 32 with promises of high-paying jobs, business opportunities, or online romance, leading them to Southeast Asia, where some were ultimately detained in Myanmar's KK Park and subjected to torture, including electric shocks. In the case of HKSAR v. Ma Che Hou [2026] HKCA 1479, the court considered trafficking and forced labor as aggravating factors for the fraud charges. Since Hong Kong does not have a specific trafficking offense, the sentence started at 7 years, reduced by one-third for the guilty plea, resulting in a final term of 4 years and 8 months. The background of the case indicates an increasing use of cryptocurrency infrastructure by criminal networks. Chainalysis noted that at least $14 billion was sent to fraud-related wallets last year, with the total potentially exceeding $17 billion after identifying new scam wallets. Stablecoins are favored in these transactions due to their ability to maintain value and can be exchanged by money laundering networks for local currency. Chainalysis also predicts an 85% increase in cryptocurrency flows to fraud services related to human trafficking by 2025 compared to the previous year.
