DAXA Publishes Policy Document on Digital Asset Institutionalization
The Digital Asset Exchange Joint Council (DAXA) has published a policy document addressing the institutionalization tasks related to the Digital Asset Basic Act, market surveillance, payment systems, and anti-money laundering (AML). On the 7th, DAXA announced the release of the '2026 Digital Asset Policy Document for the Second Half of the Year', marking the third publication since the first document was released in 2025. The document is based on research conducted by nine experts from financial research institutions, academia, and the legal field, with Professor Ahn Soo-hyun from Hankuk University of Foreign Studies serving as the editor. It includes the necessity of digital asset institutionalization, a roadmap, standardization of supervisory data, directions for building user protection systems, a Korean-style market surveillance model, and governance system establishment for digital asset businesses. Additionally, it addresses regulatory directions for payment service providers, money laundering risks and control measures associated with foreign investment, the overseas relocation of domestic industries and the policy direction of the Basic Act, and anti-money laundering measures for stablecoins. DAXA Chairman Oh Se-jin emphasized the importance of establishing a basic legal framework based on experiences following the implementation of the Virtual Asset User Protection Act, expressing hope that the document will serve as an effective reference in the policy design process.
